Case study - Flintshire County Council

Alliance Leisure was awarded a 4 year framework contract as ‘Development Partner’ for Flintshire County Council in 2010 to invest up to £10m into the infrastructure of the Council’s leisure portfolio. The team has been appointed to provide a turnkey solution including:

  • Feasibility and business planning
  • Innovation to deliver commercial facilities that meet social and health agendas
  • Risk management
  • Project management & CDM-C
  • Design and building works
  • Equipment
  • Marketing, sales & staff training
  • Monthly fixed payment terms

Initial focus concentrated on Deeside Leisure Centre with the complete re-development of the centre split into phases.

Phase 1 - £500k conversion of a redundant all weather surface into 6 dedicated 3G 5-a-side pitches plus changing room refurbishment. The scheme was completed ahead of time and within budget and is performing well with leagues, courses, competitions and casual bookings all contributing to the income performance as highlighted in the feasibility.

Phase 2 - Conversion of the first floor into 80 station family fitness suite, 12 station toning studio, dedicated studio and spin studio, day spa and changing facilities. Office space was also created alongside a new façade to the front of the centre,

Phase 3 - Conversion of the old ice rink into a dedicated ‘Extreme’ facility offering 1452sqm wooden skate park, indoor high ropes facility, climbing tower and bouldering wall, soft play facility, café, reception area and party rooms.
