Alliance Leisure have successfully completed a £1.5m transformation of Haverhill Leisure Centre for West Suffolk Council and Abbeycroft Leisure. The project has already been hailed a huge success, delivered on time and within budget via the UK Leisure Framework.
New users of all ages packed out the new facilities on opening weekend. The centre remained open to the public throughout the 7 month build project which included:

The UK Leisure Framework has facilitated the investment of millions of pounds into public sector sports and leisure facilities in its first year.
Launched by the County Council in February 2017, with Alliance Leisure as leisure development partner, the framework aims to help public sector bodies transform their leisure offer with successful and sustainable facilities.

In the first 12 months of the framework, developments with an estimated value of £27m have been signed. Five leisure projects have completed with another six developments currently on site.
The framework was borne out of the success of Denbighshire County Council’s first partnership with Alliance Leisure, which saw the investment of nearly £10m in upgrading facilities after years of under investment. Now it is helping other local authorities do the same by removing the burdens of public procurement.
According to research by the Centre for Economics and Business Research (CEBR), the UK public sector procurement process is the most expensive in the EU with some of the longest public sector purchasing processes, which can make the business of developing leisure facilities both costly and time-consuming. The UK Leisure Framework looks to reduce the procurement process significantly and ensure projects are delivered on time and on budget.

“By focusing on reducing costs and improving efficiencies for both the client and the contractor, the UK Leisure Framework ensures a larger percentage of the client’s overall budget is allocated to the development project, rather than the procurement process. This allows local authorities to progress developments that almost certainly would have proved prohibitively expensive under traditional public procurement procedures,” says Sarah Watts, CEO of Alliance Leisure.
SC2 Development, Rhyl, North Wales
Projects signed under the framework in the last 12 months include SC2, a £14.8m new leisure complex offering a 13,000sq ft leisure pool with flumes, slides and water play features, a TAG active adventure zone, changing village and café and bar area expected to draw over 35,000 extra visitors per year to the area. Other projects include a £7.4m scheme to refurbish and extend Monmouth Leisure Centre, the refurbishment of Rhyl Leisure Centre, new 3G pitches at St Asaph Leisure Centre and the extension and refurbishment of hospitality facilities at Stadiwm Zip World. In the last two months two further projects have commenced on site: a £2.4m investment by Cheltenham Borough Council in partnership with The Cheltenham Trust and a £1.4m health and fitness development with Flintshire County Council in partnership with Aura Trust.
The development of public sector leisure facilities is set to become more efficient and affordable after Denbighshire County Council appointed Alliance Leisure to lead its new UK Leisure Framework.
As the Leisure Development Partner of the new Framework, Alliance Leisure will facilitate the delivery of design, refurbishment, construction, equipping and development of leisure centres, theatres, play facilities, recreation facilities and sports facilities across the UK public sector and will also provide marketing support.
The announcement comes as funding cuts are forcing many local authorities to divert cash from leisure to maintain essential services leaving much of the UK’s ageing public leisure stock overdue for redevelopment.
The new Framework makes it easier and more cost-effective for public sector leisure providers to scope, develop and deliver physical leisure developments as well as cultural and marketing related services. It follows the successful relationship between Alliance Leisure and Denbighshire County Council during which has seen the development of eight projects over the last four years.
“The introduction of this Leisure Framework is hugely significant,” says Councillor Hugh Evans, Leader of Denbighshire County Council. “Traditionally, procuring development works is a costly and time consuming headache for local authority leisure providers. The Framework will simplify the whole process making it more cost and time efficient. It will also ensure only suppliers with proven track records are engaged, mitigating the risk involved when selecting delivery partners to ensure value for money to the public sector.”
The Framework is open to any public sector organisation including local authorities, leisure trusts and private limited companies operating leisure facilities on behalf of UK public sector clients.

“The option to use the Framework’s marketing services is also unique. Alliance Leisure is able to provide these services on an income-share basis, without the need for any upfront payment. The client is then only required to make payments when pre-agreed income targets are met.”
To reflect the individuality of every project, Alliance Leisure has selected a number of contractors, architects, specialist leisure advisors and equipment suppliers, to provide Framework services across a number of categories including; feasibility studies and business planning, design management and services, construction, sourcing and provision of private funding, marketing, branding and sales development and equipment provision.
Procured in accordance with EU Procurement Regulations by Denbighshire County Council, the Framework term is four years, commencing on February 1, 2017 and the Board comprises of Officers from Denbighshire County Council and representatives from Alliance Leisure. The Leisure Framework has a potential value of £750 million and the maximum value of any project awarded under the Framework is £20 million.
